Abstract

The Common European Framework of Reference for Languages (CEFR) is conceived as a document to promote dialogue between representatives from diverse foreign languages, that is, a dialogue between different institutions as well as a dialogue between countries and cultures. In Mexico and Latin America it is not as easy to establish such a dialogue between foreign languages, indigenous languages and those of immigrants as well as between the political, economic and educational authorities. In this paper we aim to present the proposals of the CEFR and the Proficiency Guidelines set out by the American Council on Teaching Foreign Languages to study the existing collaboration between the two frameworks, identifying the advantages that arise from such collaborations and finally, to provide suggestions for the design of a possible Mexican framework of reference or even a Latin American common framework.
