Traducción de la conferencia para el Seminario Internacional de Rendición de Cuentas y Combate a la Corrupción realizado en la Ciudad de México en octubre de 2014. Las políticas de transparencia sólo funcionarán si los ciudadanos tienen acceso a «intermediarios de confianza», grupos que pueden garantizar que el gobierno respete las normas de transparencia y tengan la capacidad de dar sentido a la información que se hace accesible a través de políticas de transparencia.
